NEMA Reviews Draft Strategy and Action Plan for Chemical Management

The National Environment Management Authority (NEMA) has convened a multi-stakeholder review of the draft guidelines for Uganda’s national strategy and action plan on the sound management of chemicals. Participants include representatives from government ministries, regulatory agencies, and the private sector.

Key areas under discussion include:

  • Chemical risk management
  • Implementation of prior informed consent procedures
  • Harmonization with the National Environment (Management of Hazardous Chemicals and Products Containing Hazardous Chemicals) Regulations, 2024

Speaking on behalf of the Ministry of Water and Environment, Steven Mugabi, Commissioner for Environment Sector Support Services, emphasized that the guidelines aim to ensure effective chemical management throughout the entire life cycle—from importation and use to disposal.

Individuals or entities intending to engage in chemical-related activities will be required to consult the Schedules outlined in the 2024 Regulations to meet compliance requirements.

Day Two: Deep Dive into Strategy and Implementation Plan

The second day of the review focused on two key documents:

  • The draft National Strategy for Sound Management of Chemicals
  • The Action Plan for its implementation

The guidelines cover critical areas such as:

  • Classification of chemicals
  • Management of contaminated sites
  • Transportation and storage protocols
  • Health and safety standards
  • Packaging and labelling requirements
  • Licensing procedures

Once finalized, these documents are expected to significantly strengthen public health safeguards, workplace safety, and environmental protection across Uganda.
