This four-day mission marks a proactive step in ensuring compliance with Uganda’s environmental standards and promoting sustainable development.

The exercise kicked off at Victoria Sugar Ltd, where the Board evaluated pollution control, waste management, emissions, circular economy practices, and ESG (Environmental, Social, and Governance) integration. The company was commended for its pollution prevention efforts, though the Board urged further implementation of key environmental safeguards.

Kinyara Sugar Ltd: A Model for Bio-Innovation

The Board proceeded to Kinyara Sugar Ltd, conducting a thorough assessment of its distillery, milling plant, refinery, and bio-pesticide and bio-fertilizer facilities. The Effluent Treatment Plant was also reviewed. Kinyara was praised for its shift from inorganic to bio-based agricultural inputs, aligning with sustainable farming practices.

Kingfisher Development Area: Oil, ESG, and Carbon Offsets

In Kikuube District, the Board visited the Kingfisher Development Area (KFDA), operated by CNOOC International.The team inspected ESIA compliance,

water abstraction, and waste management. CNOOC was lauded for its oil spill response plan, low-carbon technologies, and readiness to deliver Uganda’s first oil barrel. A symbolic tree-planting ceremony capped the visit, reinforcing carbon offset commitments.

CNOOC’s efforts were recently recognized with the 2025 National Environment Sustainability Award.

Kabalega Industrial Park and Airport: Infrastructure Near Completion

At Kabalega Industrial Park and Kabalega International Airport, the Board received updates from the Uganda National Oil Company and SBC Uganda Ltd. With infrastructure 98% complete, the park is poised to become Africa’s largest industrial hub. The airport’s capacity to handle large cargo aircraft, including dual Antonov landings, was confirmed.

Tilenga Project: TotalEnergies’ ESG Commitment

The Board’s visit to the Tilenga Project, operated by TotalEnergies, focused on ESIA compliance, socio-economic impact mitigation, and operational safety. With 28 well pads established and four active, the Board emphasized robust wastewater management and adherence to ESG principles.

Buliisa District: Tackling Flood Risks

A courtesy visit to Buliisa District leadership highlighted concerns over flash floods and settlement in flood plains. NEMA pledged support in demarcating high-risk areas and tasked local officers with forming a flood emergency team and educating communities.

Hoima City: Wetlands, Waste, and Noise

In Hoima City, the Board addressed pressing environmental issues:

  • Wetlands degradation near Kabalega Stadium
  • Waste management challenges at the nearly full Kibaati dumping site
  • Noise pollution from urban expansion

Restoration orders were recommended for wetland encroachers, and public education was emphasized. NEMA’s Executive Director, Dr. Barirega Akankwasah, urged cities to integrate environmental priorities into budget planning and transition to modern waste management systems.

The meeting concluded with a symbolic rose flower planting ceremony.

Bwendero Dairy Farm Ltd: Innovation Meets Accountability

The also visited Bwendero Dairy Farm Ltd in Hoima City. The farm was praised for its carbon dioxide capture technology used in drink manufacturing. However, concerns were raised over effluent discharge, prompting calls for improved treatment. NEMA reaffirmed its support and closed the visit with a tree-planting gesture.

The Board concluded its visit at Hoima City Stadium, where it evaluated compliance with environmental safeguards amid ongoing construction activities, following reports of wetland degradation caused by the disposal of construction debris
