The National Environment Management Authority (NEMA) operates under various laws and regulations aimed at promoting environmental conservation, sustainable development, and the protection of natural resources. Here are some of the key laws and regulations governing NEMA’s functions and activities in Uganda:

National Environment Act (Cap 153):

This is the primary legislation governing environmental management in Uganda.

It establishes NEMA as the principal agency responsible for coordinating, monitoring, and supervising all activities related to environmental management and protection.

Environmental Impact Assessment Regulations, 1998:

These regulations provide detailed procedures for conducting Environmental Impact Assessments (EIAs) for proposed projects likely to have significant environmental impacts.

They outline the requirements for preparing EIA reports, public consultation, and the role of NEMA in reviewing and approving EIA submissions.

National Environment (Waste Management) Regulations, 1999:

These regulations govern the management, handling, transportation, treatment, and disposal of waste in Uganda.

They establish standards and guidelines for waste management practices and require individuals and organizations to obtain permits from NEMA for certain waste-related activities.

National Environment (Noise Standards and Control) Regulations, 2003:

These regulations establish noise standards and guidelines for controlling noise pollution in Uganda.

They specify permissible noise levels in different environments (e.g., residential, commercial, industrial) and outline measures for mitigating noise impacts from various sources.

National Environment (Wetlands Management) Regulations, 1999:

These regulations govern the management and protection of wetlands in Uganda, which are critical ecosystems for biodiversity and water resource management.

They prohibit certain activities within wetland areas without prior authorization from NEMA and prescribe penalties for non-compliance.

National Environment (Standards for Discharge of Effluent into Water or on Land) Regulations, 1999:

These regulations establish standards for the discharge of effluent into water bodies or onto land in order to prevent water and soil pollution.

They set limits for various pollutants and require industries and other entities to treat their wastewater before disposal.

National Environment (Control of Chemicals) Regulations, 1997:

These regulations govern the importation, exportation, manufacture, storage, transportation, and use of hazardous chemicals in Uganda.

They aim to ensure the safe handling and management of chemicals to minimize risks to human health and the environment.
